Budget: The budget available for grants is €1,350,000. Therefore, a minimum of five projects will be funded. The remaining budget will be allocated to projects funded under Open Call 2.
Proposals should target to:
i) demonstrate the reusability of the ENVELOPE developed features by third party stakeholders; OC beneficiaries have to make use of at least 1 ENVELOPE API and/or ENVELOPE Enabler in order to validate the platform’s functionality, and/or
ii) extend the provided infrastructure for experimentation as a service with additional functionalities, possibly tailored to the needs of other verticals; the extension should target the design, development, integration and validation of a new (ENVELOPE) Enabler/API.
Information on the ENVELOPE APIs and Enablers is provided in the documents available here. The case study where these APIs/Enablers will be applied can either be related to the automotive sector or on another vertical domain.
The Feasibility Check is mandatory for all proposers. Only proposals that have submitted their Feasibility Check applications before 27/06/2025 (deadline extended) and received positive feedback are allowed to submit their final applications.
The open call proposers must contact the ENVELOPE consortium to communicate their intentions and verify the feasibility of their proposals intended for implementation within the project’s scope. This step allows them to receive initial feedback on the planned activities outlined in the proposal. To perform the feasibility check, proposers must send a description of the planned experiment to helpdesk@lists.envelope-project.eu, using the template provided below. Please send the Word document (not PDF) since the evaluators will complete the last sections. Include the short name of the proposal in the email subject line or the first line of the email text.
Proposals submitted without passing the feasibility check will be automatically rejected.

The amount will be distributed based on the accomplishment of the expected Deliverables established for each Stage in the SubGrant Agreement. The exact amount of financial support to be granted to each sub-project is up to €300.000 per consortium.
The grant awarded to the chosen applicants will not impact the ownership of any pre-existing intellectual property, including background technologies, designs, works, inventions, software, data, techniques, know-how, or materials. The third party that contributes with ENVELOPE will retain ownership of their pre-existing intellectual property.
Beneficiaries must be consortia composed of SMEs, research institutes and universities (50% of the consortium members must be SMEs) from EU member states or associated countries to Horizon Europe.
ENVELOPE partners can NOT be involved in the grantees’ projects neither their affiliates nor employees – including persons working under employment contract or contract or similar to employment contract and board members.
No, individuals cannot participate. The eligibility criteria specify that participation is for legal entities in Europe and associated countries.
There is no prohibition against applying to other SNS projects’ open calls at the same time as applying to ENVELOPE open call.
Yes, but only up to a maximum of five (5) partners. The target number of participants per proposal is one partner (Coordinator only) or a maximum of 4 partners (1 Coordinator and 4 partners). In the case of five partners, the proposal would be submitted by one Coordinating partner, and the subgrant agreement would be with the Coordinating partner only. Payments will be made to the coordinator partner, who will then distribute payment to the other consortium member.
Yes, a Declaration of Honour will be requested to be signed during the application stage. A template for the DoH is available on the open call website for you to examine.
Yes, a single entity can submit a proposal to the ENVELOPE Open Call, provided it is an SME. The Open Call requires that at least 50% of the consortium partners are SMEs. Therefore, a proposal from a single SME fully complies with this rule and is eligible to apply.
